The Story of the development of Tennis can only be written in relation to its evolution as a game of International importance. The origin of Tennis is shrouded in mystery; and some expound it that it was developed from handball. Batting a ball with the hand necessarily requires strenuous efforts; and hence man found many ways of deriving recreation from playing with Balls by batting them with/paddles or stick. Like Cricket and Hockey, Tennis is but one of the few ball games which relatively have come into recent importance in the recreational habits of industrial societies.

A Feudal Game ? An old form of this game is said to have existed even a few centuries ago in England where it was originally played with fanny shaped rackets and solid balls, on courts very different from those with which we are now familiar. It was a feudal game of the Lords. Perhaps, the game was also played in the aristocratic societies of Europe in the Middle Ages.

Origin Of Strung Racket:- The modern game of Tennis is less than a century old: and it may be said that it had its real beginnings in the Victorian era, when the strung racket came into use with its fish-tail handle. But the credit for playing Tennis with rackets of some sort is given to the French who are said to have devised gloves and played with strung paddles to avoid injury to hands in playing handball.

Introduction into England :- In 1873, it is said, Major W.C. Wingfield first introduced the game now officially called Lawn Tennis, so named because the game was first played on lawn only. Today the game is played on a variety of surface: and clay courts are specially popular.

Now a game of International Importance : With the organization of national associations for the promotion and control of the game, international events have come to be recognized: and the Wimbledon Tournament in England and the Federation Cup for Women are examples or tournaments organized both for men and women competing from all over the world. The Davis Cup Championship are played on a representative international basis.

CONSTITUTION OF THE TENNIS ASSOCIATION OF ALL INDIA POLICE OFFICERS (TAAIPO)

 

                     NAME 

The Name of the Association shall be Tennis Association of All India Police Officers (TAAIPO). Its registered office will be in the official Residence of  Secretary of the Association. 

 

                      JURISDICTION

The area under the jurisdiction of the Association shall be that of whole of India.For operational   convenience, the whole country will be divided in four Zones viz. North, South, East and West   having Zonal jurisdiction as given below.

                                      North :  

                                            Jammu & Kashmir, Himachal Pradesh, Punjab, Haryana,

    Delhi, Uttaranchal, Uttar Pradesh, Bihar, Jharkhand and Madhya

     Pradesh.

                                                      South :  

                                                        Karnataka, Andhra Pradesh, Tamil Nadu, Kerala and Pondicherry.

                                          East   :  

                                             Assam, Arunachal Pradesh, Nagaland, Manipur, Mizoram,

                                              Tripura, Sikkim, Chattisgarh and Orissa.

                                        West :   

                                                Rajasthan, Gujarat, Maharashtra, East Bengal, Dadra & Nagar

                                    Haveli, & Goa.                                           

                           AIMS & OBJECTIVES

 

                                  The aims and objectives of the association shall be :-

                               i)           to encourage, promote, control and regulate  game of Tennis as adopted by the All India Tennis Association and in close      coordination with All India Police Sports Control Board.

ii)        to generate Infrastructure & Training facilities.

ii)                  to convene and conduct championships and any other tournaments of

            competition in Tennis as may be decided by the Association.

    iv)        to arrange for participation in National Tennis Championships or any other and  Inter-State or National or Inter-National level  competition recognized by the All India Tennis Association

                    v)        to encourage, assist and arrange coaching programmes .

                    vi)       to collect funds to fulfill the objects of the Association and employ them as

            may be decided by the Association.

                    vii)       to impart useful knowledge on sports and tennis in particular.

                    viii)             to grant scholarship / sponsorship to deserving tennis players who are

                     either Policemen in service or retired, or their children, for their coaching or to play tournaments or  both.

 

Provided that the following four conditions will be satisfied by the Association.

 

a)                  The income and property of the Association shall be applied solely towards the promotion of the aims and objectives of the  Association as set forth in the Memorandum of Association and no portion thereof shall be paid or transferred directly or indirectly to the members of the Association.

             b)          No members of the Governing Body of the Association shall hold any

                  salaried office of the Association and no  remuneration shall be given by

                  the Association to any members of its Governing Body except repayment

                  of out-of-pocket expenses and interest on money lent or rent for premises of  the Association.

 

    c)                  The Association by its constitution shall be required to apply its                 

                              profits,  if any, or other income for promoting its objectives.

          d)         If upon the winding up or dissolution of the Association there remains,    after satisfaction of all its debts or liabilities, any property whatsoever, the same shall not be paid to or distributed among the members of the Association, but shall be transferred to some other institution having objectives similar to those of this Association, at or before the time of dissolution.

 

            4     MEMBERSHIP

 

                4.1          i)       The membership of the Association is open to all police officers (as recognized by All India Police Sports Control Board) either serving in or retired from any State or U.T. of or Union of India,  who subscribe to the objectives of the Association. Membership is also open to any organization which is meant primarily for serving or retired police officers, from any State or U.T. of or Union of India and that subscribes to the objectives of the Association. A member organization will be known as Affiliated Member of the Association. 

               Each affiliated member will have the right to be represented by both the President & Secretary of that affiliated organization or the organization can be represented by two office bearer of that organization so nominated to represent the organization, in the General body of the Association.

 

ii)         The members will pay a one time subscription of Rs.1000/- at the time   of seeking membership of the Association.

 

iii)                 Any organization which is the Affiliated Member of the Association  will

 pay Rs. 10,000/- as one time payment at the time of seeking affiliation with the Association.

4.2    HONORARY MEMBERSHIP.

 

                        To facilitate efficient conduct of the affairs of the Association, the President may nominate an individual as Honorary Member of the Association for a specific purpose and such individual will not be entitled to vote for the affairs of the Association. Issue of Honorary Membership will be considered by the Governing Body during its next meeting for ratification.

 

4.3    TERMINATION OF MEMBERSHIP.

 

       Individual or Affiliated Membership shall be terminated under any one of the following conditions :-

           

                      (a) On resignation

                     (b) On adjudication as insolvent.

                     (c) On Death.

                    (d) On expulsion by the general body by a resolution passed with a         simple majority on the recommendation of the sub-committee appointed by it to enquire into the activities of any member found to be acting against the interest of the Association and if such sub-committee recommended that continuance of such member is detrimental to the interests of Association, after affording such member an opportunity of explaining against such proposal.

 

5     GENERAL BODY

 

                        The General Body of the Association shall consist of all the founder and individual members and  two representatives of each of the affiliated units

of the Association. The General Body shall lay down the policies and programmes for the working of the  Association.

5.1        FUNCTIONS & POWERS OF GENERAL BODY.

 

a)  Stipulate aims and objectives and general policies and programmes of the Association.

 

b)   Meet at least once in four years to review and monitor the performance of the Governing Body of the Association.

c)    Elect the President and other office bearers of the Association and give him a mandate to persue the aims and objectives of the Association through its Governing Body.

 

d)   Take up and decide matters pertaining to the constitution of the Association.

 

e)   Monitor   the financial position and accounts of the Association to review and approve the audited statement of the accounts of the Association.

 

f)    To constitute Board for Arbitration.

 

5.2       MEETING OF GENERAL BODY

 

a)   Meeting of the General Body would be convened by the Governing Body with 21 clear days notice. The General Body of the Association must meet atleast once in a period of four years.

 

b)   Emergency Meeting: The President may convene any Emergency meeting on his own initiative to transact any matters of urgent importance with notice of fifteen days.

 

c)  Notice of the General Body Meeting shall contain the date, place and time of the meeting with details of agenda and shall be dispatched under certificate of posting or service of notice obtaining acknowledgments. All the matters in General Body shall be decided by a vote of majority of the members present at the meeting and in the event of a tie, the President shall have a casting vote. The quorum for the General Body Meeting shall be one third of the total members or 15 members whichever is less.

 

6.   FORMATION OF GOVERNING BODY

  There will be one President, two Sr. Vice Presidents, four Vice Presidents,                one Secretary, one  Treasurer, six Joint Secretary as Office Bearers of the Association and jointly would constitute the Governing Body of the Association. However, to facilitate its working the Governing Body will select eight Executive Members for specific tasks.

                        6.1    STRENGTH OF GOVERNING BODY

 

The working of the Association shall be carried out by the Governing Body elected for a period of four years at the General Body Meeting of the Association from among the members and consisting of the following:   

i)                      President                                             :           1         

ii)                     Senior Vice Presidents                           :         2         

iii)                     Vice Presidents                                    :           4         

iv)                    Secretary                                              :           1

v)                     Treasurer                                              :           1

vi)                    Joint  Secretary                                     :           4

 

                        Modalities will be worked out in the General Body to ensure that there is fair representation of different Zones at different positions of the Governing Body.

 

                    6.2  GOVERNING BODY MEETING. 

Date & venue of Governing Body Meeting may coincide with the dates of All  India Police Lawn Tennis Championship which is held once in a year under the aegis of the All India Police Sports Control Board. Secretary of the Association will convene meeting of the Governing Body, normally, by giving 21 days notice to its members. However, in view of any emergent reasons which would be explained by the Secretary in the notice itself, the notice period can be curtailed to minimum of one week. A minimum of eight members of the Governing Body will fulfill the condition of quorum for the meeting.

     6.3     FUNCTIONS AND POWERS OF GOVERNING BODY.

 

a)                              To admit any organization or individual eligible under the constitution as member and applying there for.

 

b)                             Frame by-laws and make amendments therein if and when necessary.

 

c)                              Grant recognition to tournaments held within India as per terms and conditions of this Association.

 

d)                             Impose and enforce penalties for any violation of the Constitution or      by-laws of the Association.

 

e)                              Control the utilization of funds of the Association.

 

f)                               Call meetings of the Association and fix the date and place for holding such meetings.

 

g)                              To constitute sub-committees to look after matters pertaining to finance, infrastructure, training, team selection, media management, conduct of competitions etc. of the Association.

 

h)                              Institute, locate, conduct, organize or assist in organizing all fixtures held for the selection of representative team or delegate this to a sub-committee constituted for this purpose.

i)                                Holding  National Championship and other Tennis Tournaments under the auspices of the Association.

j)                               To nominate any member to a position falling vacant.

 

k)                             To ratify the nomination of an individual as Honorary Member of the Association.
